The Federal Highway Administration (FHWA) released this report in 2003. The study’s intent was to increase understanding of air quality issues in rural areas, with a focus on transportation’s contribution to rural air quality problems.  The research identified rural nonattainment and maintenance areas and evaluated air quality and transportation conformity issues in isolated rural areas.
