The FHWA has developed a Federal Lands Management Planning summary, identifying effective practices and resources to assist in coordination between State DOTs, MPOs, and FLMAs. The benefit to user needs from comprehensive transportation planning is immense, with coordination between agencies providing numerous opportunities to strengthen planning. Planning any major project can benefit from understanding the various agencies and jurisdictions within a planning area: this FHWA tool (linked here) assists in determining who to contact and how their agencies are structured. A number of other resources useful for assisting interagency coordination are also contained inside. They may also provide useful information for those agencies incorporating environmental considerations into the planning process, as coordination and communication can reduce redundancies and allow synchronization of requirements.
The complete summary document, complete with a DOT email address available for further questions, can be found at this link.
