FHWA’s Environmental Review Toolkit provides an overview of National Environmental Policy Act  (NEPA) and project development at FHWA, including transportation decision making, classes of action, documentation, programmatic categorical exclusion agreements, NEPA assignment, other disciplines, and performance reporting.

New resources on initiatives to accelerate project delivery include Planning and environmental linkages (PEL) handbook, PEL Flowchart: authorities, PEL Flowchart: purpose and need, and PEL Flowchart: alternatives.

The Environmental Review Toolkit website serves as the one-stop-shop for topics related to the FHWA’s environmental program, including:
