The Federal Highway Administration Office of Planning will be hosting a webinar to share information about the Transportation Planning Capacity Building (TPCB) Peer Exchange Program, a free resource for agencies in need of transportation planning assistance. Learn about the available program resources, peer exchange formats, benefits to participants, transportation related topics of interest, examples of recent peer exchanges, application process, and additional support available to participating government agencies. The Transportation Planning Capacity Building (TPCB) Program is jointly administered by FHWA and FTA to help decision makers, transportation officials, and staff in resolving increasingly complex issues they face when addressing transportation needs in their communities. This comprehensive program is for training & technical assistance, and showcases support targets for State, local, regional, and Tribal governments, transit operators, and community leaders.
The program seeks to enhance understanding of Federally defined transportation planning processes and professionals’ roles within the process, strengthen skills in planning and consensus building, and disseminate examples of effective planning practices.
The TPCB program achieves its goals through a variety of activities, including:
- Mobilizing and connecting stakeholders through in-person technical assistance and peer learning events such as Peer Exchanges and workshops
- Building knowledge and sharing information through the TPCB website, which provides stakeholders with transportation planning tools, guidance, and resources
- Offering expert insight on current planning priorities and topics through regularly scheduled webinars
- Providing custom analysis and in-depth studies on specific planning topics and challenges

TPCB offers resources on PEL (Planning and Environmental Linkages) which is a collaborative and integrated approach that considers environmental, community, and economic goals in the initial stages of transportation planning and uses the information, analysis, and products developed in the planning stages to inform the environmental review process. PEL is a valuable tool for creating efficiency in transportation project development and supporting agencies to accelerate project delivery. PEL stakeholders include transportation planners, National Environmental Policy Act (NEPA) practitioners, resource agency staff, and the public.
