In 2014, the Federal Highway Administration released the report Performance Based Planning for Small Metropolitan Areas. This report provides insights on effective practices in performance based planning by Metropolitan Planning Organizations (MPOs) that plan for Urbanized Areas with populations less than 200,000. It references existing best practices research on performance based planning for MPOs in general, and presents key themes from interviews with small MPOs and DOT partners across the country that are engaged with metropolitan performance based planning in varying ways. Finally, the report includes two case studies of small MPOs that are currently leaders in implementing performance based planning.
