High Injury Network is one of the criteria under Safe Streets and Roads for All (SS4A) Self Certification Eligibility Worksheet. This guidance in the worksheet is provided for communities who have pre-existing transportation planning documents that they wish to assess for compliance with topical areas necessary for the document to serve as a Safety Action Plan for the purposes of applying for SS4A implementation funding.

The process outlined in this document details the creation of a High Injury Network (HIN) utilizing GIS processes and tools that satisfy this requirement.
