This report, prepared for the Transportation Cooperative Research Program (TCRP), assesses the use of impact fees and other developer exactions to fund transit projects in the United States and discusses related policy and legal considerations. Additionally, the report  identifies cases that exemplify strategies transit agencies may pursue when considering impact fees as an alternative funding source for transit.
