FHWA Releases FAST Act Guidance, Fact Sheets

The U.S. Department of Transportation’s Federal Highway Administration has posted new documents relating to the Fixing America’s Surface Transportation Act (FAST Act), passed in December 2015. New guidance on Highway Safety Improvement Program funds and whether carryover funds from highway programs will be treated under old or new requirements are available. In addition, fact sheets on apportionment, several funding programs, and metropolitan planning have been posted to FHWA’s FAST Act webpage. Webinars on the various programs are expected to be scheduled, and additional guidance will be released soon.

In addition, rulemakings implementing provisions of the 2012 surface transportation law Moving Ahead for Progress in the 21st Century (MAP-21) that have yet to be finalized are expected to integrate any new statutory language from the FAST Act. Final rules on safety and safety performance measurement, pavement and bridge condition performance measurement, asset management, and metropolitan and statewide planning are expected to be published in mid-2016, along with a proposed rule on performance measures related to highway system performance, freight congestion, and Congestion Mitigation and Air Quality.
